Overview

What is the SME Package Digital?

The SME Package Digital is a funding scheme of the Ministry of the Economy, together with the Chamber of Commerce’s House of Entrepreneurship and the Chambre des Métiers (Chamber of Skilled Trades and Crafts). It helps small and medium-sized enterprises (SMEs) take the next step in their digitalisation.

It covers 70% of the eligible costs of a project between €3,000 and €25,000 excl. VAT, up to €17,500. The funding is paid after the project: you pay the invoice and the state then transfers its share to you.

What can be funded?

Digital marketing

Create or improve a website or online shop, targeted paid social media campaigns.

Management systems

Cash register system, industry-specific software or ERP.

Electronic invoicing

An ERP with an e-invoicing module.

For craft businesses, the Chambre des Métiers also lists e.g. invoicing, customer management (CRM), stock management and time tracking. The pre-analysis clarifies exactly what qualifies.

AI and cybersecurity?

They are not part of the Digital package. There are separate SME Packages AI and Cybersecurity for that, also at 70% for projects between €3,000 and €25,000 excl. VAT.

Eligibility

Who is eligible?

Your company must meet all of these conditions.

Business permit

A valid business permit (autorisation d’établissement) issued by the Ministry of the Economy.

Registered office in Luxembourg

The registered office (siège social) is in Luxembourg. A branch alone is not enough.

SME under the EU definition

Fewer than 250 employees and either annual turnover ≤ €50m or balance sheet total ≤ €43m. Linked and partner enterprises are counted too.

Project from €3,000 to €25,000

The project costs between €3,000 and €25,000 excl. VAT.

De minimis ceiling

All de minimis aid combined may not exceed €300,000 per undertaking (including linked companies) over any three-year period. Regulation (EU) 2023/2831.

Not every sector

Certain sectors and professions are excluded, as are undertakings in difficulty. The pre-analysis tells you whether your business qualifies.

This is how the SME Package Digital works, from the first analysis to the payment.

  1. Pre-analysis

    Mandatory meeting at the Chamber of Commerce’s House of Entrepreneurship. Craft businesses go to the Chambre des Métiers (eHandwierk) instead. Together you review your digital situation and set priorities.

    You choose the package and the provider that suits you best and agree on a quote between €3,000 and €25,000 excl. VAT together.

  3. Submit the application

    The adviser from the House of Entrepreneurship or eHandwierk fills in the application with you. It then goes to the Ministry of the Economy.

    The Ministry reviews the application and decides. Important: don’t sign anything or start before approval is granted.

    A closing meeting assesses how satisfied you are and what you have gained. You pay the final invoice and the Ministry transfers 70% of the eligible costs to you. The deadlines for this are set out in the Ministry’s decision.

Never start too early

The application must be submitted before work starts. Signing or starting too early puts your funding at risk.

Frequently asked questions

What is the maximum funding?

70% of the eligible costs. For a €25,000 project excl. VAT, that is up to €17,500.

Do I have to pay the full amount upfront?

Yes. You pay your provider’s invoice and the Ministry then transfers the funding to you. Payment is usually requested via MyGuichet.lu (with LuxTrust or eID) within the deadline set in the decision.

When can my project start?

Only once the Ministry’s approval is in place. Signing or starting earlier puts the funding at risk.

Is the pre-analysis mandatory?

Yes. Without a pre-analysis there is no funding. It takes place at the House of Entrepreneurship, or at the Chambre des Métiers for craft businesses. The adviser also helps you fill in the application.

What does the de minimis ceiling mean?

The SME Package is a so-called de minimis aid. All such aid received by your business (including linked companies) may not exceed €300,000 in total over any three-year period. The three years are counted on a rolling basis, not by financial year.

Can I use the SME Package more than once?

According to the Chambre des Métiers, you must not already have received digitalisation aid twice. Other packages (e.g. AI or Cybersecurity) are separate schemes. Everything counts towards the de minimis ceiling. It’s best to ask during the pre-analysis.

Is VAT covered too?

No. The project amount and the funding are calculated excluding VAT.
